In reply to your Despatch No. 193 of the

22nd. ultimo on the subject of the proposed Convention for a

a Parcel Post between Hongkong and the United States, I have

the honour to state that the suggested alterations in the

Windward Islands Agreement are in my opinion improvements

with the exception of the reduction in maximum weight to 2

kilograms. If the United States have determined to adhere to

such reduction I do not wish to object, but the maximum of 5

kilograms is almost universal in other countries and is there-

fore preferable.

I have already informed you in my Despatch

No. 240 of the 4th, ultimo that 3 cents was suggested as the

equivalent of the American one cent for the purpose of the

Convention. On further consideration the Postmaster-General

now suggests that it would be more convenient if the rates

per pound were rounded off into multiples of 5 (e.g. 35 cents

Hongkong-12 cents United States; 70 cents Hongkong-24 cents

United States), because 35 and 70 cents will only require 2

adhesive stamps against 3 for 36 and 72 cents. I leave the
